Improvement & Efficiency West Midlands - Procurement TeamThe Team


Delivering savings through sustainable and more effective procurement continues to be a key plank in the Government’s priorities, Within CSR07 around £300 million has been identified as the procurement savings “target” within the region. The IEWM procurement strategy sets out how we intend to respond to this – supporting all 33 Councils throughout the region. Our programme primarily focuses on the following key sectors: 

  1. Construction
  2. Property & Asset Management
  3. Commodities, Goods and Services
  4. Highways & Transport
  5. Waste

The programme has two focused strands both of which are aimed at delivering significant sustainable efficiency savings. Firstly, this is delivered through the smarter procurement programme. The team, working with colleagues throughout the region and beyond together with the Pro5 consortia and the OGC have embarked on a wide ranging collaborative category management programme, increased the number of contracts on the IEWM award winning procurement hub and are rolling out the highly successful reverse e-auction programme. This primarily focuses on the commodities, goods and services spend which accounts for circa £1.6 billion of the overall £4.5 billion 3rd party suppliers spend. During the period to May 2010, this has already yielded over £32 million direct savings. 

 

The second aspect of the programme focuses on the Construction, Asset Management, Highways and Waste sectors. Collectively these represent over £3 billion of both external and internal annual spend. In Asset Management a recent review highlighted the potential opportunity to deliver £640 million efficiency savings over the next 10 years from the £10 billion asset portfolio (including schools). This nationally recognised project is being used as a blue print for Councils to implement the recommendations outlined within the Operational Efficiency Property (OEP) report. In waste and highways we are looking at developing new partnerships, collaborative procurement, business transformation and implementation of business process re-engineering.  

 

All five programmes are owned and driven by our customers. Pro-active regional networks exist in all categories to ensure customer engagement and participation.  IEWM’s role is to facilitate, shape and drive forward a series of practical projects that will yield benefits and improvements through a combination of expert consultancy advice, programme management and the provision of financial grants for worthy projects that yield a return on investment of at least 10:1. During the 3 year period from April 2008-2011 over £4.1 million will have been invested into the programme.

Keith heads up the procurement and efficiency workstream and is also the relationship manager for Staffordshire – being the 1st point of call for all 10 Staffordshire Councils to ensure smooth and effective working relations and full engagement with all IEWM programmes. He is also responsible for delivering the Highways and Construction efficiency programmes. He has over 30 years public sector experience in areas such as corporate management, value for money, business transformation, procurement, performance management and service improvement.

Jonathan is the regional lead for the procurement programme, he oversees regional category management, the procurement hub and the eAuctions programme, he also acts as the national lead for Energy. Other key successful categories that have delivered savings across the West Midlands are Insurance Services, Banking Services and the Consultancy Value Programme (CVP).

Carly is the Project Manager for the West Midlands Procurement Hub and oversees the rollout and take up of key contracts and frameworks and collaboration development with West Midlands authorities. Carly oversees the spend analysis project, assisting councils with identifying collaborative projects and savings opportunities. Carly also manages the training and development programme within the region.

Adrian has been brought in from the private sector to manage the work of the West Midlands Waste Alliance, an initiative which has been established to encourage the region's 33 local authorities to work together to develop more efficient ways of working. Adrian has nearly 20 years waste management experience at a high level in both the public and private sector. He is a civil and structural engineer by profession, and spent the first 20 years of his career managing more and more complex construction projects including the development of a new town for 300,000 people in Hong Kong and the National Garden Festival in Wales in 1992.

Martin has been seconded from Local Partnerships to programme manage the work of the West Midlands Property Alliance (www.westmidlandsiep.gov.uk/WMPA), an initiative which has been established to help the region's local authorities accelerate the achievement of financial and carbon efficiencies from asset management.  Martin is an accountant by profession and draws on over 13 years experience of working with local authorities and the wider public sector on a range of financial, property, procurement and project management issues.
